The Pennsylvania Referees Association would like to invite any and all Tournament Directors to join this alliance in a conscious effort to provide safe and equal competitive rules and regulations.  I would like to thank everyone for their past support, I have turned the Organization over Grandmaster Tom Joerg.  I will continue to support his efforts!!!

  1. Instructors should educate parents and student on tournament rules. (That is the main purpose of Black Belt  Meetings   prior to the start of tournaments.)
  2. Rules should be included in flyers and application forms.
  3. Copies of rules will be on hand at sign-in  tables.
  4. Center ring judges will announce all  rules  to the competitors in their ring, including time periods, before events begin.

Spectator Control

Forms/Katas (5 Judges)

  1. Warnings will be given to spectators behaving in an un-sportsman-like way.
  2. If this conduct continues, a point will be awarded to the opponent of the competitor whose parent refuses to cooperate. If the parent still refuses to cooperate, the competitor may be disqualified and both parent and competitor may be asked to leave the tournament.
  3. An Arbitrator should be called in to control this situation.

 

  1. High and Low scores will be thrown out.
  2. In case of a tie, add High score back in.
  3. If the tie cannot be broken with the High score added, then add Low score back in.
  4. If the High and Low scores cannot break the tie, the Judges will use a Show of Hands to determine the winner.

Contact Rules will be strictly enforced!

  1. Foam Dipped Head Gear, Hands and Feet Protection. (Fighting gear must cover fingers and toes.)
  2. Groin Protection
  3. Mouth Piece
  4. Appropriate Protection for Female Competitors.

 

  1. NO contact to the front of the face.
  2. Positively NO contact to the head in  Under-Black Belt divisions!!!
  3. Contact is accepted to the areas of the  head that are covered by head gear  with the exception to the back of the head, (ONLY) in Adult Black Belt Divisions!!!
  4. Light to Medium contact will be allowed   to the body. (Disqualifications may occur if this contact is deemed excessive.)
  5. NO contact is allowed below the waist.
  6. NO sweeping of the legs is allowed.
  7. Disqualification may occur if there is BLOOD or REDNESS as a result of contact!!!

  1. We should try to separate ourselves from favoring Students or Style of Martial Arts.
  2. We should look for content and merit.
  3. We should realize that there is not only one way to do Forms/Katas. (Every Teacher has their own method, style and direction of doing Forms/Katas.)
  4. We should lead by example and Judge the way we want to be judged.
  1. Our focus needs to be on the fighting going on in our assigned rings.
  2. We need to instill safety and fairness.
  3. We need to rely on Tournament Arbitrators for assistance in case of any confusion or defining rules and regulations.
  4. We need to realize that Rules, Regulations and Guidelines can only work if everyone strictly adheres to them.
  5. Black Belt Meetings at the beginning of events are for the purpose of distributing important information of that event and is to be taken back to your Students and Parents prior to competition.

All Judges are required to be in Karate Uniform while judging!

Judging Positions (5 Positions)

 

  1. Center Judges should refrain from critiquing other competitor's forms. (This could offend the competitor's instructors.)
    We should judge all forms openly and not strictly with certain style standards.
  2. Any Black Belt who does not attend the Black Belt Meeting   may not be positioned as a Center Referee.
